Vacancy: Monitoring & Evaluation Officer
Safisana Ghana


Safisana Ghana, located in Adjei Kojo, Ashaiman is seeking to hire a Monitoring & Evaluation Officer who will be responsible for designing and implementing data collection and analysis systems to measure Safisana’s impact on community health, environment employment and other relevant areas.

About Safisana
Safisana is a social enterprise, with a local entity in Ghana and headquarters in the Netherlands, that has developed a circular business model for local waste treatment for governments, utilities and food processing industries. In the Safisana recycling plant, we turn organic waste and faecal sludge into high-value products: renewable energy (biogas and electricity) and organic fertilizer. 
In 2017, Safisana opened its first waste-to-resource plant in Ghana - the first in West Africa reaching around 80,000 people with improved social economic and environmental living conditions. We aim to scale our business in and beyond Ghana in the coming decade. 

About your role
The Monitoring & Evaluation Officer will play a key role in Safisana by designing, implementing and overseeing all monitoring and evaluation (M&E) activities to ensure alignment with organisational goals and donor requirements. This includes collaboration with Safisana teams in Ghana and the Netherlands to define and review methodologies and translate measurements into indicators, development of data collection tools, database and information management systems updates, data analysis and facilitation of learning activities.  Responsibilities also include compiling and preparing regular reports on projects, and coordinating ad-hoc surveys and focus groups as necessary ( e.g. for baseline studies or mid-term and end-term assessments).

In addition, the M&E Officer will be responsible for measuring Safisana's impact on community health, environment, employment, and other relevant areas. This entails working across and with several departments (e.g. agriculture, fundraising, communication, sales, etc.) to collect and provide essential information and translate this into impact. The M&E Officer will actively contribute to fundraising activities by assisting in the development of fundraising proposals and donor reports, and supporting impact reporting to ensure transparency and accountability to donors and stakeholders.

Furthermore, the officer will provide technical assistance to management as needed, particularly in monitoring, reporting, and governance matters.

Responsibilities

1. Design and Implement M&E Plans

  • Undertake and facilitate the implementation of an M&E plan, regularly revising and updating performance questions, indicators, methods and formats
  • Responsibility for developing the M&E Strategy and the annual M&E work plan with the M&E impact priorities for the year
  • Assist the Safisana management team in developing tools for log frame indicators for data collection.  This includes the development of data collection forms, databases and other tools
  • Align M&E frameworks with the overall group M&E framework

2. Collection of Data, quality assurance & Reporting:

  • Review the quality of existing data in project subject areas, the methods of collecting it, and the degree to which it will provide good data for impact evaluation
  • Follow up on monthly reports from staff on programme progress against work plan and provide feedback highlighting areas of concern and progress and ensure their timely submission
  • Prepare and maintain reporting templates, including documentation and training for the team on how to use it
  • Prepare all required data for the online reporting systems for donors such as GCC, SFF, Autodesk, etc. 

3. Project Operations Performance Monitoring 

  • Monitor and measure the impact of operations on clients/beneficiaries, ensuring alignment with organizational goals and objectives
  • Implement and oversee a monitoring system to track the progress, timeliness, and effectiveness of projects outlined in Safisana's 2024 Masterplan
  • Conduct data quality assurance and ensure reporting against log frame and performance indicators
  • Work with colleagues to produce robust M&E to cover the organisation’s advocacy work
  • Ensure appropriate response to data queries raised by donors, project teams and partners.

4. Support Fundraising and (impact) Reporting

  • Collaborate with the Programme Director and Fundraising Lead in the development of funding proposals, by providing data and the local context while ensuring alignment with donor requirements and objectives
  • Collaborate with the Partnerships Officer (yet to be recruited) to prepare donor reports,  ensuring transparency and accountability to donors and stakeholders
  • Act as a Manager to the Data Analyst for the collection of relevant impact data for internal and donor reporting, ensuring accuracy and completeness of information. Develop impact reports for external partners to demonstrate the effectiveness of Safisana's programs and projects 

5. Perform other relevant duties as assigned by the Senior Manager and/or senior management team.

Qualifications 

  • First degree with Masters degree being an added advantage in Project Management/ Statistics/ Economics/ Public Policy Social Sciences
  • At least three (3) years of relevant experience in monitoring & evaluation, project management, networking, donor relations and developing/writing project reports.

Skills / Abilities

  • Professional experience with Monitoring & Evaluation systems in an NGO context 
  • Experience in grants management is highly desired
  • Ability to implement new data collection tools and systems 
  • Strong project management skills and the ability to independently plan and manage work processes
  • Experience in working through systems of community participation and accountability
  • Strong report-writing skills 
  • Demonstrated skills in data analysis
  • Advanced knowledge of spreadsheets and text editors like Microsoft Excel and Google Sheets
  • Skilled in PowerBi or a similar data visualisation tool is preferred 
  • Experience in training and capacity buildings
